SPCPSR LOOKING INTO PUBLIC SERVICE PERFORMANCE

The Special Parliamentary Committee on Public Service Reforms are undertaking a mammoth of a task to look into two major areas of the public sector to enhance service delivery in the country.
The Secretary of the Special Committee, Mr. David Sode told this newsroom that the committee since last year have been working on these two major items alongside the Department of Personal Management, Department of Treasury and the Department of Finance to clean out the Public Servants Payroll.
These are the update of the Public Servants Payroll and a full diagnostic review of the performance of the public service machinery, a job that has not been done since the late 2010’s.
Sode said this has been outstanding since 2008.
He said so far, they seem to have just scratched the surface of these issues, stating that there is still much that needs to be done. According to the Mr. Sode, the clean-up of the payroll is a major task that is currently being under review.
The 2nd task is identifying how much has been done by the public service, especially the Government agencies and State-owned Enterprises as part of the Governments service delivery program.
He said a diagnostic assessment on how much has been achieved is imperative to identify whether on not ‘these agencies are function to the required standard, if they are being funded well or underfunded and or if roles are being duplicated by similar institutions.
The Committee will be working on regulations to provide to parliament once they have completed their mandated review.
In the meantime, Mr. Sode has also highlighted that there are other areas that the committee is working on to review as well, including Teachers & Nurses Retirement benefits, the monitoring of Alluvial Mining, which will be conducted in conjunction with the Central bank.
