PLANNING & IMPLEMENTATION BIGGEST HURDLE IN PNG DEVELOPMENT|BIRD

The East Sepik Governor, Allan Bird pulls no punches when addressing National issues on the floor of Parliament. Speaking during the Parliament session on Friday last week, the Governor outlined that project planning & implementation continues to be the biggest hurdle governments face when trying to work towards set goals.
Bird raised concerns over a lack of accountability in government service delivery, calling for clearer roles and responsibilities to ensure efficiency. He criticized the current structure, where multiple state entities are tasked with delivering the same outcomes without clear oversight.
He pointed out that this inefficiency results in poor service delivery, with government agencies shifting blame instead of addressing the root causes of delays and failures.
Bird stated that if the responsibility is given to someone, they must be held accountable for the results. Right now, when things go wrong, everyone shifts blame, from the national government to the district, to the provincial government, and back again.
He highlighted issues in policing, electoral roll updates, and census implementation, noting that unclear jurisdiction over these matters contributes to inefficiency.
