NAMATANAI DISTRICT LEADERS STRENGTHENED THROUGH INDUCTION PROGRAM

IN a major step toward enhancing service delivery and grass-roots governance, officials from the Department of Provincial and Local-Level Government Affairs (DPLLGA) successfully conducted a comprehensive four-day induction program for Local-Level Government (LLG) Presidents and Ward Members across Namatanai District from July 21 to 24, 2026.
Funded by Local member, Namatanai MP Walter Schnaubelt, the intensive capacity-building program is aimed to equip newly elected and serving local leaders with the essential tools, legal knowledge, and administrative skills required to govern effectively and represent their communities at the ward level.
Key Focus Areas of the Induction Led by a team of facilitators from the DPLLGA, the four-day program covered critical operational frameworks, including:
Roles and Responsibilities: Clarifying the distinct legal duties of Ward Members and LLG Presidents under the Organic Law on Provincial Governments and Local-Level Governments and the LLG Administration Act.
Ward-Level Planning & Development: Training leaders on bottom-up planning strategies to ensure community priorities are reflected in District Development Authority (DDA) and provincial budgets.
Public Financial Management: Instilling principles of financial accountability, transparency, and proper management of ward development funds.
Good Governance & Ethics: Emphasizing leadership integrity, conflict resolution, and the importance of regular ward committee meetings.
Ward Record Books & Data Collection: Providing guidance on implementing data-driven governance to track population, local infrastructure needs, and public service delivery.

Addressing the participants during the closing ceremony on July 24, DPLLGA facilitators commended the ward leaders for their commitment throughout the training.

Participating Ward Members and LLG Presidents expressed gratitude to the Department for reaching out to the district level, noting that the knowledge gained will assist them in making informed decisions, managing community projects, and improving service delivery across their respective LLGs.
The induction forms part of the National Government’s ongoing initiative through DPLLGA to build institutional capacity at the local level, ensuring local leaders are fully equipped to serve the people of Namatanai and New Ireland Province efficiently.
