FINANCIAL TRAINING KEY FOR DPLGA

THE Department of Provincial and Local Level Government Affairs (DPLGA) is dedicated on up -skilling officers with capacity building to achieve better compliance for effective service delivery.
DPLGA Secretary Philip Leo said this during the closing of a four day financial and compliance audit training for 21 senior officers.
“The main reason for having this training is to fix up the Department before fixing the sub-national governments,” he said. “DPLGA being a member of the Central Agency Coordinating Committee (CACC) has deviated over the years, thus, we were not given the recognition we needed to perform our duties from other CACC member Departments as DPLGA did not have the capacity.
“Therefore, such trainings will further equip officers with capacity building to bring us back on track,” he said.
Secretary Leo added that through the training, officers will be able to examine performance of provincial governments, district development authorities (DDAs) and local level governments (LLGs) as DPLGA is
mandated to oversee them.
“I was recently made aware that there are LLGs not having meetings rightfully and this is a sign of break down in governance and accountability.
“This is where DPLGA comes in; through the trainings you all have received, it will propel each of you to keep track on our sub-national governments.”
Secretary also mentioned few housekeeping rules, warning the senior officers that there would be consequences.
“The clock in and out system will soon start docking salaries for any officer who is absent without notice.
“You are occupying funded positions, you are responsible for paying yourself,” Secretary Leo concluded.
