RPNGC, NHC SIGN AGREEMENT TO IMPROVE POLICE HOUSING OWNERSHIP

THE Royal Papua New Guinea Constabulary and National Housing Corporation have signed a memorandum of agreement today 06th Oct 2026 to create home ownership opportunities for police personnel, beginning with 100 land allotments at Eight Mile, Port Moresby.
Police Commissioner David Manning said housing had remained a long standing issue for the Constabulary, with officers traditionally relying on temporary barracks accommodation during their service.
Now with this agreement marks a shift from temporary barracks accommodation toward permanent home ownership for police personnel.
“This memorandum agreement is not a temporary fix, it is a permanent gateway. We are transitioning our mindset from providing temporary tenancy to enabling lifetime, generational home ownership for hardworking servicemen and women,” Manning said
Under the agreement, eligible officers can apply for structured home ownership mortgages through NHC, with repayments managed through systematic salary deductions.
NHC Managing Director Abel Tol said the agreement follows work that began in 2024 and includes the first Police Housing Ownership Policy 2025-2030, which establishes application criteria and a committee-based selection process.
Tol said four four-bedroom houses have already been completed, while the 100 land allotments have clear titles and will be made available through the application process.
NHC Board Chairman James Wong said the initiative could eventually benefit public servants across Papua New Guinea.
“The same chart and the same documentation that we’ve created for police that we will be using for other government departments,” Wong said as the government is working to secure 10,000 hectares nationwide for public servant housing.
